14 DCMR § 14-1922
ANNUAL AND SPECIAL HOUSING UNIT INSPECTIONS
Operative Text
1922.1 In addition to the unit inspections required prior to initial Contract execution, DCHA shall inspect each unit under Contract at least annually and at other times as necessary to assure that the housing provider is meeting the obligation to maintain the unit in decent, safe and sanitary condition. The tenant shall cooperate with inspections at reasonable times and after reasonable notice. 1922.2 DCHA shall take into consideration complaints and any other information coming to its attention in scheduling inspections. 1922.3 If DCHA notifies the housing provider that a unit under Contract is not being maintained in decent, safe and sanitary condition and the housing provider fails to take corrective action (including corrective action with respect to the tenant where the condition of the unit is the fault of the tenant) within a period of time prescribed by DCHA, DCHA may suspend assistance payments to the housing provider as provided for in § 1931.
Under D.C. Mun. Regs. tit. 14 § 14-1922, the District of Columbia Housing Authority (DCHA) is required to inspect each assisted housing unit at least once per year, and more often when circumstances warrant. Inspections are meant to confirm that housing providers are keeping units in decent, safe, and sanitary condition. If a housing provider is notified of deficiencies and does not correct them within DCHA's prescribed timeframe, DCHA has the authority to suspend assistance payments to that provider.
Plain English — not legal advice.
Under § 14-1922, housing providers participating in DCHA-contracted programs should expect at least one formal unit inspection per year, plus additional inspections triggered by complaints or other information DCHA receives. Compliant operators generally respond promptly to any DCHA deficiency notices and complete corrective action within the timeframe DCHA specifies—including addressing conditions caused by tenant behavior. Failure to act within that window can result in DCHA suspending assistance payments as outlined in § 1931.

Section 14-1922 establishes that tenants in DCHA-contracted units have the benefit of at least annual inspections to help ensure their homes are maintained in decent, safe, and sanitary condition. Tenants are expected to cooperate with inspections scheduled at reasonable times and with reasonable notice, and DCHA may factor in tenant complaints when deciding when to conduct additional inspections. Tenants who believe their unit is not being properly maintained may consider submitting a complaint to DCHA, contacting a local tenant-rights organization, or exploring other avenues available under the District's housing regulations.
