Source: Legislative text reproduced verbatim
Plain English

D.C. Mun. Regs. tit. 14 § 14-1999 is a definitional cross-reference provision that imports the definitions and interpretive rules from § 1799 of Chapter 17 of the same subtitle into Chapter 19's regulatory framework. Rather than restating those definitions, this section makes them automatically applicable by incorporation. Any term defined in § 1799 carries the same meaning when used in the provisions governed by § 14-1999.

For Property Managers

Property owners and managers operating under the District of Columbia's housing regulations should be aware that § 14-1999 extends the definitions found in § 1799 of Chapter 17 into the Chapter 19 context. Compliant operators generally consult both sections together when interpreting their obligations, since key terms are defined by reference rather than repeated. Reviewing § 1799 alongside any Chapter 19 provision is a standard part of understanding the full regulatory picture.

For Tenants

Under § 14-1999, tenants and advocates interpreting rights or obligations under Chapter 19 of Title 14 of the D.C. Municipal Regulations should look to § 1799 of Chapter 17 for the definitions that apply. Because this provision incorporates those definitions by reference, the meaning of terms used in Chapter 19 may be clarified by reading § 1799. Tenant-rights organizations familiar with D.C. housing regulations can help explain how these cross-referenced definitions affect specific regulatory provisions.
