14 DCMR § 14-3925
LATE FILINGS AND AMENDMENT OF PLEADINGS
Operative Text
3925.1 When a party is allowed to or required to take action within a specific time period under this chapter or an order of the Rent Administrator, the party may request, by motion, an extension of the time period, even after the period has expired. 3925.2 Motions under this section shall set forth good cause for the relief requested. 3925.3 Before filing a motion under this section, a party must make a good faith effort to ask all parties if they agree to the motion, in accordance with § 3920.6.
Section 14-3925 of the D.C. Municipal Regulations establishes a process for parties in rent-related proceedings to seek more time when a deadline has passed or is approaching. A party may file a motion requesting an extension, even after the original time period has already expired, but must demonstrate good cause for the request. Before submitting such a motion, the requesting party is required to first make a genuine effort to obtain agreement from all other parties involved in the proceeding.

Under D.C. Mun. Regs. tit. 14 § 14-3925, property owners and managers participating in proceedings before the Rent Administrator generally ensure they act promptly when deadlines are at risk of being missed. A compliant operator documents their good-cause basis for any extension request and reaches out in good faith to all other parties before filing a motion, consistent with the consultation requirement in § 3920.6. Keeping organized records of communications with other parties helps demonstrate that the procedural prerequisites of § 14-3925 were satisfied.

D.C. Mun. Regs. tit. 14 § 14-3925 gives tenants participating in rent proceedings the ability to request additional time to meet a deadline, even after that deadline has passed, by filing a motion that explains good cause for the extension. Before filing, tenants are expected to reach out to other parties in the proceeding to seek their agreement, as outlined in § 3920.6. Tenants who need guidance on how to prepare such a motion or understand their procedural rights may find assistance through tenant-rights organizations or the D.C. Office of the Tenant Advocate.
