14 DCMR § 14-699
DEFINITIONS
Operative Text
699.1 The provisions of § 199 of chapter 1 of this title and the definitions set forth in that section shall be applicable to this chapter
Section 14-699 of the D.C. Municipal Regulations (D.C. Mun. Regs. tit. 14 et seq. § 14-699) is a definitional cross-reference provision: it incorporates the general definitions found in § 14-199 of Chapter 1 into Chapter 6's housing rules. This means that any term defined in § 14-199 carries the same meaning when it appears in Chapter 6, ensuring consistent interpretation across the title. The provision itself does not create new rights or obligations but establishes the shared vocabulary that governs the rest of the chapter.
Plain English — not legal advice.
Property owners and managers operating under D.C. housing regulations should be aware that D.C. Mun. Regs. tit. 14 et seq. § 14-699 directs readers to § 14-199 for the definitions that apply throughout Chapter 6. Compliant operators generally familiarize themselves with those cross-referenced definitions to ensure they are interpreting terms—such as those related to housing conditions, occupancy, or maintenance—consistently with the regulatory framework. Reviewing both § 14-699 and § 14-199 together provides a complete picture of the terminology governing compliance obligations.

Tenants relying on Chapter 6 of D.C.'s housing regulations should know that D.C. Mun. Regs. tit. 14 et seq. § 14-699 ties the chapter's meaning to the definitions established in § 14-199. Understanding those definitions can be important when interpreting rights related to housing conditions or landlord obligations under the chapter. Tenant-rights organizations and legal aid resources in the District can help explain how these cross-referenced definitions apply in particular regulatory contexts.
