Cal. Civ. Code § 186-1-.06
In addition to those powers and duties enumerated in the Fair Employment Practices Act, codified as O.C.G.A. Plain English

Under Ga. Comp. R. & Regs. ch. 186-1 § 186-1-.06, the Special Master is granted a dual set of powers: those already established under Georgia's Fair Employment Practices Act and the full range of authority that state agencies hold when conducting hearings and issuing final orders under the Georgia Administrative Procedures Act. This means the Special Master can run formal administrative proceedings and issue binding final orders, not merely advisory recommendations. The provision effectively positions the Special Master as a fully empowered adjudicative officer within the state's administrative framework.

For Property Managers

Property owners or managers subject to a proceeding governed by Ga. Comp. R. & Regs. ch. 186-1 § 186-1-.06 should be aware that the Special Master presiding over such a hearing holds broad, agency-level authority to conduct proceedings and issue final orders. Compliant operators generally treat these proceedings with the same seriousness as formal court hearings, ensuring timely responses, proper documentation, and adherence to procedural requirements under the Georgia Administrative Procedures Act. Understanding the scope of the Special Master's authority helps operators engage appropriately with the process.

For Tenants

Tenants involved in a fair employment or housing-related proceeding under Ga. Comp. R. & Regs. ch. 186-1 § 186-1-.06 should know that the Special Master overseeing their case has full authority to conduct hearings and issue final, binding orders. This means the outcome of such a proceeding carries real legal weight, and the process follows the formal procedures established by the Georgia Administrative Procedures Act. Tenants navigating these proceedings may benefit from consulting a tenant-rights organization or legal aid provider familiar with Georgia administrative law.
