Hawaii Revised Statutes § 356D-157 establishes a state rent supplement program specifically for kupuna — Hawaiian elders aged 62 or older who are homeless or at imminent risk of homelessness. The Hawaii Housing Finance and Development Corporation (the authority) administers the program, providing rent assistance, housing counseling, and coordination with mental health and supportive services. The program is set to be repealed on June 30, 2028, and the authority is required to report annually to the legislature on the program's findings and recommendations.
Plain English — not legal advice.
Under § 356D-157, landlords who house or are considering housing qualified kupuna may encounter tenants receiving state rent supplement assistance administered by the authority. Operators who work with housing counseling programs or nonprofit partners coordinating under this section generally maintain documentation of any memoranda of agreement or assistance arrangements. Staying informed about the authority's qualification standards — which can be set without the standard rulemaking process under chapter 91 — helps property managers understand the eligibility framework for prospective or current kupuna tenants.
