Under 410 IAC 38 § 410-38-4-3, any individual seeking placement on Indiana's qualified inspector list must submit a written application to the Indiana Department of Health that includes their full contact information, documentation proving they meet the eligibility criteria set out in section 2 of the rule, and a complete description of how they should appear on the list. The application has no required form but must contain all specified information and be physically mailed or hand-delivered to the Environmental Public Health division in Indianapolis. This rule establishes the procedural gateway through which inspectors become officially recognized under the state's qualified inspector framework.

For Property Managers

Property owners and managers who rely on qualified inspectors—such as for lead-based paint or environmental inspections—should verify under 410 IAC 38 § 410-38-4-3 that any inspector they engage is actually listed on the state's qualified inspector list. Compliant operators typically confirm an inspector's credentials before work begins, since the list reflects only those who have successfully completed the application process with the Indiana Department of Health. Keeping records of an inspector's listed status at the time of hire is a common practice among diligent property managers.

For Tenants

Tenants who have concerns about whether an inspector working at their property is properly credentialed can check whether that individual appears on Indiana's qualified inspector list, which is maintained by the Indiana Department of Health under 410 IAC 38 § 410-38-4-3. If an inspector does not appear to meet the listing requirements, tenants may consider raising that concern with the Indiana Department of Health's Environmental Public Health division or consulting a local tenant-rights organization for guidance. Understanding the qualifications required of inspectors can be an important part of evaluating the reliability of any inspection-related findings that affect a rental property.
