Cal. Civ. Code § 16-41-27-11
Mobile home community sewage disposal
Operative Text
Sec. 11. (a) A mobile home community shall dispose of sewage through the use of a public sewerage system if the sewerage system is available within a reasonable distance from the mobile home community. If a public sewerage system is not available, sewage may be disposed of in accordance with rules adopted under section 8 of this chapter. A water carriage system of collecting sewage shall be used. The mobile home community operator shall require the owner of a mobile home to provide a watertight and odor-tight connection of a type acceptable to the state department under rules adopted by the state department. (b) All occupied mobile homes, manufactured homes, and industrialized residential structures shall be connected to the sewerage system of the mobile home community at all times. All sewer connections not in use must be closed in a manner that does not: (1) emit odor; or (2) cause a breeding place for flies. (c) Sewerage systems other than water carriage systems may not be approved for a mobile home community, except nonwater carriage systems may be provided for emergency use only during a temporary failure of a water or an electric system.
Indiana Code § 16-41-27-11 establishes sewage disposal requirements for mobile home communities. Where a public sewerage system is reasonably accessible, the community must connect to it; otherwise, disposal must follow state-approved rules, and a water carriage system is required in all cases. Every occupied home must remain connected to the community's sewerage system at all times, unused connections must be sealed to prevent odors and fly breeding, and non-water carriage systems are only permissible as temporary emergency backups during water or electrical failures.
Plain English — not legal advice.
Operators of mobile home communities subject to Ind. Code § 16-41-27-11 are generally expected to assess whether a public sewerage system is available within a reasonable distance and connect to it if so. Compliant operators also enforce connection standards for individual homeowners—requiring watertight, odor-tight hookups approved by the state department—and ensure that all occupied units remain connected at all times. Unused sewer connections should be properly capped to prevent odors and fly breeding, and any non-water carriage system should be reserved strictly for temporary emergency use during water or electrical system failures.

Under Ind. Code § 16-41-27-11, residents of mobile home communities have an interest in a properly maintained sewerage system, including connections that are watertight, odor-tight, and continuously active for all occupied homes. If a tenant observes conditions such as open or improperly sealed sewer connections, persistent odors, or a community operating without an approved sewage disposal system, these may constitute violations of this provision. Tenants can consider documenting such conditions and reaching out to the Indiana State Department of Health or a local tenant-rights organization to understand available complaint or enforcement pathways.
