Iowa Code ch. 562A § 562A.18
Rules
Operative Text
1. A landlord, from time to time, may adopt rules, however described, concerning the tenant’s use and occupancy of the premises. A rule is enforceable against the tenant only if it is written and if: a. Its purpose is to promote the convenience, safety, or welfare of the tenants in the premises, preserve the landlord’s property from abusive use, or make a fair distribution of services and facilities held out for the tenants generally. b. It is reasonably related to the purpose for which it is adopted. c. It applies to all tenants in the premises in a fair manner. d. It is sufficiently explicit in its prohibition, direction, or limitation of the tenant’s conduct to fairly inform the tenant of what the tenant must or must not do to comply. e. It is not for the purpose of evading the obligations of the landlord. f. The tenant has notice of it at the time the tenant enters into the rental agreement. 2. A rule adopted after the tenant enters into the rental agreement is enforceable against the tenant if reasonable notice of its adoption is given to the tenant and it does not work a substantial modification of the rental agreement.
Iowa Code § 562A.18 governs the conditions under which a landlord's property rules are legally enforceable against tenants. For a rule to carry legal weight, it must be in writing, serve a legitimate purpose (such as safety, convenience, or fair distribution of services), apply fairly to all tenants, and be clear enough that tenants can understand what is required of them. Rules introduced after a lease is signed can only be enforced if the tenant receives reasonable notice and the rule does not substantially change the terms of the rental agreement.
Plain English — not legal advice.
Under Iowa Code § 562A.18, property managers who adopt written rules that are clearly worded, applied consistently to all residents, and tied to a legitimate property-management purpose are in the strongest position to enforce those rules. Rules in place at the time of lease signing should be provided to prospective tenants before or at the time they enter into the rental agreement. When new rules are introduced mid-tenancy, operators generally provide reasonable advance written notice and take care that the new rule does not amount to a material change to the existing lease terms.

Iowa Code § 562A.18 sets out specific requirements a landlord's rule must meet before it can be enforced against you — it must be written, serve a proper purpose, be applied fairly to all tenants, and be clear enough to understand. If a rule was not provided to you before you signed your lease, or if a mid-tenancy rule substantially changes your rental agreement without proper notice, it may not be enforceable. Tenants who believe a rule fails to meet these standards can raise that issue as a defense in any proceeding based on the rule, or seek guidance from a local tenant-rights organization familiar with Iowa landlord-tenant law.
