Iowa Admin. Code r. 481—67 § 481—67.3 establishes a set of baseline rights that apply to all tenants in covered residential programs in Iowa. These rights span personal dignity, appropriate care, medical privacy, freedom from abuse and restraint, financial self-management, and the ability to communicate freely and raise grievances without fear of retaliation. The provision also requires that personal and medical records be kept confidential and that written consent be obtained before those records are released to outside parties, with limited exceptions.

Operators and staff of programs governed by Iowa Admin. Code r. 481—67 § 481—67.3 are generally expected to maintain policies and practices that actively uphold each of the enumerated tenant rights. Compliant programs typically establish written grievance procedures that allow tenants to raise concerns without reprisal, train staff on dignity and privacy standards, and obtain written consent before releasing any personal or medical records. Managers also generally ensure that tenants retain control over their own financial affairs unless a legal representative has been formally appointed for that purpose.

Iowa Admin. Code r. 481—67 § 481—67.3 gives tenants in covered Iowa residential programs a defined set of enforceable rights, including the right to be free from abuse and restraint, to communicate privately, and to file grievances without facing retaliation. Tenants whose rights under this provision may have been violated can raise those concerns through the program's internal grievance process, contact the Iowa Department of Inspections, Appeals, and Licensing, or reach out to a tenant-rights or disability-rights organization for general information. Tenants also have the right to control who receives their personal and medical records, and written consent is generally required before those records can be shared.
