K.A.R. 21-60-21 defines specific forms of conduct that constitute unlawful interference, coercion, or intimidation under Kansas fair housing law. The rule prohibits a broad range of behaviors—including threats, coercion, and retaliation—directed at people because of protected characteristics such as race, religion, sex, disability, or national origin in connection with housing transactions. It also extends protections to employees or agents who assist people seeking housing access, and to anyone who participates in fair housing proceedings or advocates for fair housing rights.

Under K.A.R. 21-60-21, compliant property owners and managers ensure that no one involved in their operations—including staff and agents—engages in threats, coercion, or intimidation toward applicants, tenants, or their associates on the basis of any protected characteristic. Operators generally maintain clear policies prohibiting retaliation against employees who assist individuals seeking fair access to housing. Managers also avoid any conduct that could discourage tenants or applicants from exercising their fair housing rights or participating in related proceedings.

K.A.R. 21-60-21 protects tenants and housing applicants from a wide range of retaliatory or coercive conduct tied to protected characteristics, including threats to their enjoyment of their home or interference with their ability to access housing. If a tenant believes they have experienced intimidation, coercion, or retaliation covered by this provision, general enforcement paths include filing a complaint with the Kansas Human Rights Commission or consulting a tenant-rights organization familiar with state fair housing law. Participation in a fair housing proceeding or complaint process is itself protected activity under this provision.
