K.A.R. 28-72-1r establishes a shared vocabulary for Kansas regulations governing lead-based paint activities. Terms such as "risk assessment," "reduction," "refresher course," and "recognized laboratory" are given precise meanings that apply throughout the K.A.R. 28-72 regulatory framework. These definitions ensure that the same words carry consistent, specific meanings whenever they appear in related rules about lead hazard control, certification, and training.

Property owners and managers who hire lead professionals or firms for lead-related work in residential dwellings or child-occupied facilities should be familiar with the defined terms in K.A.R. 28-72-1r. Compliant operators generally verify that any firm or individual they engage holds a current lead activity firm license or lead occupation certificate, as those terms are formally defined under this regulation. Understanding what constitutes a "risk assessment" or "reduction" measure under K.A.R. 28-72-1r helps operators confirm that contracted work meets the regulatory standard.

K.A.R. 28-72-1r defines key terms that underpin Kansas rules protecting residents from lead-based paint hazards in homes and child-occupied facilities. Tenants who believe lead hazards exist in their dwelling may find it useful to understand what a "risk assessment" means under this regulation — specifically, that it involves an on-site investigation and a written report on hazard options. Tenants can contact a tenant-rights organization or the Kansas Department of Health and Environment for guidance on how these definitions connect to their rights under the broader K.A.R. 28-72 framework.
