Ky. Rev. Stat. ch. 219 § 219.330
Permit for operation of community -- Application
Operative Text
219.330 Permit for operation of community -- Application. No person shall operate a community without having first obtained a permit as provided for in KRS 219.310 to 219.410. An application for a permit to operate a community shall be made to the cabinet upon forms provided by it and shall contain such information as the cabinet reasonably requires, which may include affirmative evidence of ability to comply with such reasonable standards and regulations as may be prescribed.
Kentucky Revised Statutes § 219.330 establishes that no person may legally operate a residential community—such as a mobile home park or similar housing community—without first securing a permit from the state cabinet. The permit application must be submitted on official forms provided by the cabinet and must include whatever information the cabinet reasonably requires, which can include evidence that the applicant is capable of meeting applicable standards and regulations. This requirement applies before operations begin, making the permit a prerequisite rather than a retroactive obligation.

Under Ky. Rev. Stat. § 219.330, operators of residential communities in Kentucky are required to obtain a permit from the cabinet before opening or continuing operations. Compliant operators typically obtain and complete the official application forms from the cabinet, supply all requested information, and provide any affirmative evidence of their ability to meet prescribed standards. Maintaining an active, valid permit—and keeping application information current—is a foundational compliance step for community operators in the state.

Ky. Rev. Stat. § 219.330 requires that the community where you live be operated under a valid state-issued permit, meaning residents have a general interest in knowing whether their community is properly licensed. If a community appears to be operating without the required permit, tenants may consider contacting the relevant Kentucky state cabinet to inquire about the community's permit status. Tenant-rights organizations in Kentucky can also help residents understand what options may be available when a community is found to be operating outside the requirements of §§ 219.310–219.380.
