La. Admin. Code § LAC 51:XV.133
Responsibility of the Proprietor
Operative Text
A. It shall be the duty of the proprietor or person in charge of each establishment to which this Part applies to see that all regulations herein are observed. B. [Formerly paragraph 15:021-2] The proprietors of all hotels, lodging houses and boarding houses shall keep a record of all guests, noting the name and address of each occupant; date of arrival; and date of departure. This record shall be open during normal operating hours to inspection by the state health officer whenever there is a threat to the public health.
Under LAC 51:XV.133, the operator or person in charge of a covered establishment bears direct responsibility for ensuring that all applicable regulations in this Part are followed. Additionally, proprietors of hotels, lodging houses, and boarding houses are required to maintain a guest register that captures each occupant's name, address, arrival date, and departure date. That register must be available for inspection by the state health officer during normal operating hours whenever a public health threat exists.
Plain English — not legal advice.
LAC 51:XV.133 places compliance responsibility squarely on the proprietor or designated person in charge, meaning operators of covered establishments—including hotels, lodging houses, and boarding houses—are expected to actively oversee adherence to all regulations in this Part. Compliant operators typically maintain an up-to-date guest register recording each occupant's name, address, and dates of arrival and departure. They also generally ensure that this record is accessible during normal operating hours in the event the state health officer requests an inspection due to a public health concern.

LAC 51:XV.133 establishes that the proprietor of a hotel, lodging house, or boarding house is responsible for following all applicable regulations and for keeping accurate guest records. As an occupant, you have an interest in knowing that your host is meeting these baseline recordkeeping and compliance obligations. If you believe a proprietor is failing to meet the duties outlined in LAC 51:XV.133, you may consider contacting the Louisiana Department of Health or a local tenant-rights organization to understand what options may be available.
