La. Stat. Ann. § R.S. 40:509
Identification of persons
Operative Text
§509. Identification of persons A local housing authority may establish and implement such regulations, procedures, and systems as it deems appropriate for the identification of persons and vehicles present on its developments or other property. Such rules, procedures, and systems may include but shall not be limited to requirements for personal identification cards, guest registration and identification, registration of vehicles, restricted pedestrian and vehicular access, and other measures for verification that persons present upon the authority's developments or property are entitled to be so present.
Under La. R.S. § 40:509, local housing authorities in Louisiana are granted broad discretion to create and operate identification and access-control systems on their properties. These systems can include ID card requirements, guest registration programs, vehicle registration, and restrictions on who may enter or move through a development. The provision sets no fixed list of required measures, leaving the specific design of such programs to each authority's judgment.
Plain English — not legal advice.
Housing authority operators acting under La. R.S. § 40:509 generally document and publish their identification and access policies so that residents, guests, and staff understand what is required. Compliant programs typically include clear procedures for issuing resident ID cards, registering guests, and managing vehicle access, along with consistent enforcement practices. Keeping these policies current and accessible helps demonstrate that the authority is exercising its discretion in a reasonable and transparent manner.

La. R.S. § 40:509 gives your local housing authority the power to require identification, guest registration, and vehicle registration as conditions of access to its developments. As a resident, you generally have the right to receive clear notice of what those rules are and how they are applied. If you believe an identification or access policy is being enforced unfairly or inconsistently, tenant-rights organizations or your local housing authority's grievance process may be appropriate avenues to explore.
