La. Stat. Ann. § R.S. 40:511
Law cumulative
Operative Text
§511. Law cumulative Notwithstanding any other provision of this Chapter to the contrary, R.S. 40:508 through 510 shall be cumulative of any other laws of this state relating to civil or criminal trespass, unauthorized entry upon property, or the exclusion or ejection of unauthorized persons from public or private property, all of which laws shall, in addition to R.S. 40:508 through 510, remain applicable to local housing authorities and their developments and property. A local housing authority may elect to exercise its rights under this Section without waiver of its rights or remedies under any other applicable provision of law, and vice versa.
La. R.S. § 40:511 establishes that the trespass and unauthorized-entry rules found in R.S. 40:508–510 do not replace or override any other Louisiana laws dealing with civil or criminal trespass, unauthorized entry, or the removal of unauthorized persons from property. All of those other laws continue to apply alongside R.S. 40:508–510 to local housing authorities and their properties. In short, this provision stacks multiple legal tools on top of one another rather than creating an either-or choice.
Plain English — not legal advice.
Local housing authorities and their management agents operating under La. R.S. § 40:511 generally maintain awareness that they can pursue trespass or unauthorized-entry remedies under R.S. 40:508–510 while simultaneously preserving rights under other applicable state laws. Compliant operators typically document which legal avenue they are pursuing without treating that choice as a waiver of any other available remedy. Understanding this cumulative framework helps property managers coordinate with legal counsel when addressing unauthorized occupancy situations across their developments.

La. R.S. § 40:511 means that a local housing authority has access to multiple overlapping legal tools when seeking to remove someone from its property, not just the procedures outlined in R.S. 40:508–510. Tenants or occupants facing removal actions should be aware that more than one legal basis may be invoked simultaneously. Consulting a tenant-rights organization or legal aid office can help individuals understand which specific laws are being applied in a given proceeding and what procedural protections may be available under each.
