La. Stat. Ann. § R.S. 51:2607
Discrimination in residential real estate related transactions
Operative Text
§2607. Discrimination in residential real estate related transactions A. It is unlawful for any person or other entity whose business includes engaging in residential real estate related transactions to discriminate against any person in making available such a transaction, or in the terms or conditions of such a transaction, because of race, color, religion, sex, disability, familial status, national origin, military status, or natural, protective, or cultural hairstyle. B. As used in this Section, the term "residential real estate related transaction" means any of the following: (1) The making or purchasing of loans or providing other financial assistance: (a) For purchasing, constructing, improving, repairing, or maintaining a dwelling. (b) Secured by residential real estate. (2) The selling, brokering, or appraising of residential real property. C. Nothing in this Chapter prohibits a person engaged in the business of furnishing appraisals of real property to take into consideration factors other than race, color, religion, national origin, sex, disability, military status, or familial status.
La. R.S. § 51:2607 establishes that businesses involved in residential real estate transactions — including lending, loan purchasing, brokering, selling, and appraising — may not treat people differently based on race, color, religion, sex, disability, familial status, national origin, military status, or hairstyle that is natural, protective, or cultural. The prohibition covers both whether a transaction is made available at all and the specific terms or conditions offered. Appraisers retain the ability to consider factors beyond the listed protected characteristics, as long as those factors are not the protected characteristics themselves.
Plain English — not legal advice.
Operators involved in residential real estate financing, brokerage, sales, or appraisal must ensure that their practices conform to La. R.S. § 51:2607, which bars differential treatment across a broad set of protected characteristics. Compliant businesses typically maintain written non-discrimination policies, train staff on fair lending and fair housing standards, and document the objective criteria used in transaction decisions. Appraisal professionals may consider non-protected factors in their valuations, but should be prepared to demonstrate that protected characteristics played no role in their conclusions.

La. R.S. § 51:2607 gives individuals the right to access residential real estate transactions — including home loans, refinancing, and property sales — free from discrimination based on characteristics such as race, disability, familial status, or natural hairstyle. Someone who believes they were denied a loan, offered worse terms, or treated unfairly in a real estate transaction on a prohibited basis may have grounds to raise that as a violation under this provision. General enforcement paths include filing a complaint with a fair housing agency, contacting a tenant- or consumer-rights organization, or consulting an attorney familiar with Louisiana fair housing law.
