Cal. Civ. Code § 7-106
Md. Code, Hous. & Cmty. Dev. — tenant-facing provisions (Titles 5, 7; §§ 4-2911, 4-2914, 4-2918)
Operative Text
This title does not reduce any obligation or right of a tenant, political subdivision, or owner under Title 11 of the Real Property Article.
Maryland Code § 7-106 establishes that the provisions of this title operate as a floor, not a ceiling, for tenant and landlord rights and obligations. Any protections, duties, or rights that exist under Title 11 of the Real Property Article remain fully intact and are not diminished by anything in this title. In other words, the two bodies of law coexist, and neither displaces the other.
Plain English — not legal advice.
Under § 7-106, property owners and managers cannot treat compliance with this title as a substitute for compliance with Title 11 of the Real Property Article. Operators who are subject to obligations under Title 11 remain bound by those obligations regardless of what this title requires or permits. Compliant operators generally review both bodies of law together when assessing their responsibilities.

Section 7-106 preserves any rights a tenant holds under Title 11 of the Real Property Article, meaning those rights are not watered down or eliminated by this title. Tenants who believe a landlord has violated Title 11 protections may still pursue whatever remedies that article provides, independent of this title. Tenant-rights organizations and local rent boards can help identify which body of law applies to a given housing situation.
