(3) A storage container for garbage and rubbish shall be cleaned with sufficient frequency to preclude the attraction of insects and rodents. Under Mich. Admin. Code § R 125.1715, manufactured housing communities in Michigan must manage garbage and rubbish storage in ways that prevent insect and rodent infestation. Garbage containers must be watertight and pest-resistant, rubbish must be properly contained, and all storage containers must be cleaned often enough to avoid attracting pests. Where dumpsters are used, they must sit on a paved surface extending at least two feet in every direction, and any water used to clean them must drain into a sanitary sewer system.
Plain English — not legal advice.
Operators of manufactured housing communities subject to Mich. Admin. Code § R 125.1715 generally maintain watertight, pest-resistant garbage containers and ensure that all rubbish storage areas are kept clean and orderly. Compliant operators place dumpsters on properly sized paved pads, arrange for regular cleaning of all containers, and route dumpster wash water to a sanitary sewer rather than allowing it to drain onto the ground. Routine inspections of storage areas help confirm that conditions do not create harborage or food sources for insects or rodents.

Residents of manufactured housing communities have an interest in knowing that § R 125.1715 of the Michigan Administrative Code sets specific standards for how garbage and rubbish must be stored and maintained on the property. If storage containers appear to be attracting pests, are not watertight, or dumpsters lack proper paved surroundings, these conditions may constitute a violation of this rule. Tenants who observe such conditions can document them and consider reaching out to the Michigan Department of Licensing and Regulatory Affairs or a local tenant-rights organization to understand available complaint processes.
