Plain English

Michigan Administrative Code § R 125.1718 establishes that whoever operates a mobile home park or seasonal mobile home park bears ongoing responsibility for keeping the park, its facilities, and all associated equipment in a sanitary and safe condition. This obligation runs continuously and is measured against the standards set out in the Michigan Mobile Home Commission Act and the broader administrative rules. The rule does not create a one-time compliance checkpoint; it imposes a standing duty that applies to the park's physical environment at all times.

For Property Managers

Under § R 125.1718, compliant park operators routinely inspect grounds, utilities, common facilities, and equipment to confirm that sanitary and safety standards are being met on an ongoing basis. Operators generally document maintenance activities, address identified hazards promptly, and ensure that any equipment serving residents meets the requirements of the act and the accompanying administrative rules. Keeping thorough maintenance records can help demonstrate that the park is being operated in conformance with this provision.

For Tenants

Section § R 125.1718 gives residents of Michigan mobile home parks a regulatory basis to expect that the park's facilities and equipment will be kept in a sanitary and safe condition at all times. If conditions in a park appear to fall short of that standard, residents may consider filing a complaint with the Michigan Department of Licensing and Regulatory Affairs, which oversees manufactured housing regulation under this code. Tenant-rights organizations familiar with Michigan manufactured housing law can also help residents understand what options may be available when a park's condition is at issue.
