Minn. Stat. § 471 § 471.9994
If a home rule charter city, statutory city, or town issues or renews a rental license, a registration or certificate of occupancy, or a similar document for purposes of allowing a dwelling unit to be occupied by a residential tenant, as defined in section 504B.001, subdivision 12, the city or town must provide the landlord, as defined in section 504B.001, subdivision 7, with a link to the attorney general's website where an electronic version of the attorney general's landlord-tenant guide, as defined in section 504B.275, is published, and instructions explaining how to request the guide in an alternative format from the attorney general's office.

Plain English

Under Minn. Stat. § 471.9994, when a city or town in Minnesota issues or renews a rental license, certificate of occupancy, registration, or similar document that authorizes a dwelling unit to be occupied by a residential tenant, that municipality is required to give the landlord a link to the Minnesota Attorney General's landlord-tenant guide published on the Attorney General's website. The municipality must also provide instructions explaining how the landlord can request the guide in an alternative format from the Attorney General's office. This rule ensures that landlords receiving official rental authorization documents are directed to a standardized informational resource about landlord-tenant law.

For Property Managers

Under Minn. Stat. § 471.9994, when a city or town issues or renews your rental license, certificate of occupancy, or similar authorization document, it is required to supply you with a link to the Minnesota Attorney General's landlord-tenant guide. Compliant operators generally retain this link and use it as a reference point for understanding the general framework of Minnesota landlord-tenant law. If the municipality does not include the required link and alternative-format instructions with your licensing documents, you may contact the issuing city or town office to request them.

For Tenants

Minn. Stat. § 471.9994 creates an obligation on cities and towns to connect landlords with the Minnesota Attorney General's landlord-tenant guide at the time a rental license or similar document is issued or renewed. While this provision is directed at municipalities and landlords rather than tenants directly, the Attorney General's landlord-tenant guide it references is a publicly available resource that tenants can access independently through the Attorney General's website. Tenants who have questions about their rights under Minnesota law may also consult a local tenant-rights organization or legal aid office for general guidance on how provisions like this fit into the broader landlord-tenant framework.
