Such report shall be made available to the public. 3. Upon publication of the report, the administering agency shall distribute copies to owners of the following subsidized multifamily rental housing projects and said owners shall provide said information to their current and new tenants: (1) The name and address of the owner of record of the property; (2) The name and address of the management company for the property; (3) The name and address of the property mortgagee; (4) Details on the type of subsidy the property is receiving; (5) The number of units of the property covered by each subsidy; (6) The earliest and latest possible date under current agreements for termination of each subsidy extended to the property. 4. As state and local government agencies are provided with notices of intent to prepay, plans of action, and other information under Title II of the United States Housing and Community Development Act of 1987, they shall provide such information to tenants dwelling at the relevant property and also to their representatives and also make it available to the public.
Missouri Revised Statutes § 215.309 required the Missouri Housing Development Commission to compile and publish a report by December 31, 1989, cataloging subsidized multifamily rental housing projects statewide. The report was to include ownership details, management company information, mortgage holder identities, subsidy types and coverage, and the earliest and latest possible dates for subsidy termination. Once published, the report was to be made publicly available, and property owners were required to share key details from it with both current and incoming tenants. Additionally, when state or local agencies receive notices of intent to prepay or plans of action under the federal Housing and Community Development Act of 1987, they must pass that information along to affected tenants, their representatives, and the general public.
Plain English — not legal advice.
Under § 215.309, owners of subsidized multifamily rental housing projects in Missouri are obligated to provide tenants — both current residents and new arrivals — with specific information distributed by the administering agency, including ownership records, management company details, mortgagee information, subsidy types, unit coverage counts, and subsidy termination date ranges. Compliant operators maintain up-to-date records on their subsidy agreements and ensure that required disclosures reach tenants in a timely manner. Owners should also be aware that when plans of action or prepayment notices are issued under federal law, that information flows through state and local agencies to tenants and the public, making transparency a built-in feature of the regulatory framework established by § 215.309.

Section 215.309 establishes that tenants living in subsidized multifamily rental housing in Missouri have a right to receive key information about their property's ownership, management, subsidy type, and the potential timeline for subsidy termination. When state or local agencies receive notices of intent to prepay or plans of action under federal housing law, § 215.309 requires that this information be shared directly with tenants and their representatives. Tenants who believe they have not received required disclosures may wish to contact the Missouri Housing Development Commission, consult a local tenant-rights organization, or review publicly available records to understand the subsidy status of their housing.
