The commission shall further have the authority to enter into agreements with testing organizations to assist in investigative activities. The commission shall not enter into any agreements under which compensation to the testing organization is partially or wholly based on the number of conciliations, settlements, and reasonable cause determinations.
Nebraska Revised Statute § 20-325 defines the duties of the Nebraska Equal Opportunity Commission with respect to fair housing. The commission is required to study discriminatory housing practices across urban, suburban, and rural areas of the state, publish findings and annual reports to the Legislature, and provide technical assistance to agencies working to eliminate housing discrimination. The commission is also authorized to adopt procedural rules, collect demographic data on housing program participants, and enter into cooperative agreements with the U.S. Department of Housing and Urban Development and testing organizations—though compensation to testing organizations cannot be tied to the number of favorable outcomes.

Under Neb. Rev. Stat. § 20-325, the Nebraska Equal Opportunity Commission has broad authority to study, investigate, and report on discriminatory housing practices throughout the state. Property owners and managers operating in Nebraska should be aware that the commission may engage testing organizations to assist in investigative activities, meaning compliance with fair housing standards can be assessed through testing methods. Operators who understand the commission's reporting and rulemaking functions are generally better positioned to align their practices with the procedural standards the commission is authorized to establish.

Neb. Rev. Stat. § 20-325 establishes that the Nebraska Equal Opportunity Commission is responsible for tracking and addressing discriminatory housing practices statewide and reporting progress to the Legislature each year. Tenants and housing applicants who believe they have experienced housing discrimination may find it useful to know that the commission collects demographic data and monitors fair housing compliance across the state. Those seeking to understand their rights or explore enforcement options can consult the commission directly, review its published reports and recommendations, or reach out to a tenant-rights organization familiar with the Nebraska Fair Housing Act.
