(1) The Mobile Home Landlord and Tenant Act shall be liberally construed and applied to promote its underlying purposes and policies. (2) The underlying purposes and policies of the Mobile Home Landlord and Tenant Act are: (a) To simplify, clarify, and establish the law governing the rental of mobile home spaces and the rights and obligations of landlord and tenant; and (b) To encourage landlord and tenant to maintain and improve the quality of mobile home living.
Neb. Rev. Stat. § 76-1451 sets out the foundational purposes of Nebraska's Mobile Home Landlord and Tenant Act. The Act is designed to clarify the legal rules governing mobile home space rentals and to define the rights and responsibilities of both landlords and tenants. Courts and agencies are directed to interpret the Act broadly and generously in order to advance these goals, including encouraging both parties to maintain and improve the quality of mobile home living.

Neb. Rev. Stat. § 76-1451 establishes that the Mobile Home Landlord and Tenant Act exists, in part, to protect and clarify tenant rights in mobile home space rentals. Because the Act is to be liberally construed, tenants may find that its protections are interpreted broadly when disputes arise. Tenants who believe their rights under the Act have not been respected can explore options such as contacting a Nebraska tenant-rights organization or consulting with a legal aid provider familiar with mobile home tenancy law.
