7.Under NMSA 47-10-20, mobile home park owners bear responsibility for maintaining park-owned exterior utility lines running from individual hookups to the park's main lines, unless a resident caused the damage. When a landlord buys utility services and passes the cost to residents, the amount billed cannot exceed what the landlord actually paid the utility supplier on a per-unit basis. Residents also have the right to inspect meter-reading records for their own space, if such records exist.
Plain English — not legal advice.
Operators subject to NMSA 47-10-20 generally keep park-owned exterior utility infrastructure in good repair and document any resident-caused damage that would shift maintenance responsibility. When reselling utility services, compliant operators bill residents at or below the actual per-unit cost paid to the supplier, and retain supplier invoices to substantiate those charges. Providing residents with reasonable access to meter-reading records for their individual spaces—upon request—is also a standard practice under this section.

NMSA 47-10-20 gives residents the right to receive utility billing that does not exceed what the landlord actually paid the supplier, and the right to review meter-reading records for their own space. If a resident believes they are being overbilled for utilities or denied access to meter records, they may raise a violation of this section as a defense in a relevant proceeding or file a complaint with the appropriate New Mexico state authority. Tenant-rights organizations familiar with the Mobile Home Park Act can help residents understand the general enforcement paths available under this provision.
