Cal. Civ. Code § 294
General policies of division
Operative Text
§ 294. General policies of division. The division shall formulate policies to effectuate the purposes of this article and may make recommendations to agencies and officers of the state or local subdivisions of government in aid of such policies and purposes.
Section 294 of the New York Executive Law establishes that the Division of Human Rights is responsible for developing policies that carry out the goals of the article governing civil rights and anti-discrimination protections. The division is also empowered to issue recommendations to state and local government agencies and officials in support of those policies and purposes. This provision defines the division's broad policy-making and advisory role rather than setting specific rules for individuals or transactions.
Plain English — not legal advice.
Under N.Y. Exec. Law § 294, the Division of Human Rights holds authority to shape the policies that guide how anti-discrimination laws are interpreted and enforced across New York. Property owners and managers generally stay informed of guidance and recommendations the division issues to state and local agencies, as those communications can signal how the division approaches compliance and enforcement. Operators who follow the division's published policies and recommendations tend to align their practices with the broader purposes of the Human Rights Law.

N.Y. Exec. Law § 294 gives the Division of Human Rights the mandate to set policies protecting individuals from discrimination and to advise government bodies on advancing those protections. Tenants who believe their rights under the Human Rights Law have been violated may look to the division's published policies for context on how their concerns are evaluated. General information about enforcement paths, including filing a complaint with the Division of Human Rights or consulting a tenant-rights organization, can help tenants understand how this provision's policy framework applies to their circumstances.
