Under N.D.C.C. § 14-02.5-14, property owners and managers should be aware that the department has the authority to receive and investigate complaints alleging discriminatory housing practices. Operators who maintain documented, consistent, and non-discriminatory policies and procedures are generally better positioned to respond to any inquiry that may arise through this complaint process. Familiarity with the full complaint and conciliation procedures outlined in sections 14-02.5-18 through 14-02.5-35 can help property managers understand what to expect if a complaint is filed.

Section 14-02.5-14 establishes that tenants who believe they have experienced a violation of North Dakota's fair housing or anti-discrimination laws have the right to file a complaint with the department, which is then obligated to receive and investigate it. The department may also attempt to resolve the matter through conciliation before taking further action, as detailed in sections 14-02.5-18 through 14-02.5-35. Tenants seeking to understand this process may benefit from contacting a local tenant-rights organization or legal aid office for general information about how complaints are handled.
