Operators of mobile home parks, recreational vehicle parks, and campgrounds in North Dakota should be aware that § 23-10-02 places their facilities under the ongoing supervisory authority of the state department, which can promulgate and enforce rules under chapter 28-32. Compliant operators typically track the effective dates of newly adopted regulations, since any rule issued after a facility's construction carries an eight-year compliance window. Maintaining documentation of construction dates and monitoring rulemaking activity helps operators demonstrate that their facilities meet the applicable standards for their construction era.
