That procedure must ensure that a responsible person with authority to act on the owner's behalf can be reached when needed. The procedure must either be posted in a visible, prominent location within the park or campground, or be distributed to tenants in written form.
Plain English — not legal advice.
Operators of mobile home parks, recreational vehicle parks, and campgrounds subject to N.D.C.C. § 23-10-10.1 generally maintain a written emergency and complaint response procedure that identifies a reachable, authorized contact person. Compliant operators ensure this procedure is either conspicuously posted on the premises or provided directly to each tenant in writing. Keeping this documentation current and accessible is a standard part of ongoing park management under this chapter.

Under N.D.C.C. § 23-10-10.1, tenants of mobile home parks, recreational vehicle parks, and campgrounds have a right to access their park's emergency response and complaint procedure, either through a posted notice on the premises or a written copy provided to them directly. If no such procedure has been made available, that may represent a failure to comply with this provision. Tenants who believe this requirement is not being met may consider contacting North Dakota's relevant state health or housing authorities, or reaching out to a local tenant-rights organization for general guidance.
