Operators of mobile home parks in North Dakota should be aware that § 23-10-13 imposes distinct procedural obligations when a park is being rezoned or converted away from mobile home use. A compliant operator posts the required rezoning notice inside the park at least five days before any public hearing and delivers written change-in-use notices to all affected tenants no later than 180 days before the conversion takes effect. Compliant operators also refrain from implementing any rent increases on the affected portion of the park during the 90-day period that precedes the delivery of that change-in-use notice.

Section 23-10-13 of the North Dakota Century Code gives mobile home park residents the right to at least 180 days' written notice before a park owner converts any portion of the park away from mobile home leasing, providing meaningful time to arrange alternative housing. Tenants are also protected from rent increases on the affected portion of the park during the 90 days immediately before that notice is issued. Residents who believe these notice or rent-increase protections have been violated may consider contacting a local tenant-rights organization, reaching out to their city or county zoning authority, or consulting an attorney familiar with North Dakota landlord-tenant law to understand available options.
