Under 74 O.S. § 324.11b, hotels and motels in Oklahoma are required to make visual warning smoke detection accommodations available to deaf and hard-of-hearing guests at no extra charge when requested. These accommodations may take the form of portable visual warning smoke detectors, rooms fitted with fixed visual warning smoke detectors, or ground-floor rooms with outdoor access. The provision also sets minimum availability ratios — roughly one such accommodation per fifty guest rooms — while capping the total required units at six per property. Schools and colleges that house deaf and hard-of-hearing individuals must similarly provide visual warning smoke detectors for each such resident, and may collect a refundable deposit.

For Property Managers

Hotel and motel operators subject to 74 O.S. § 324.11b generally maintain an inventory of portable visual warning smoke detectors (or equivalent fixed-detector rooms or accessible ground-floor rooms) scaled to their room count — at least one per fifty guest rooms, up to a maximum of six. Compliant operators make these accommodations available upon request at no additional charge to deaf and hard-of-hearing guests. Schools and colleges providing residential housing under this same provision typically keep a visual warning smoke detector on hand for each qualifying resident and may establish a refundable deposit policy to manage their inventory.

For Tenants

Deaf and hard-of-hearing guests staying at Oklahoma hotels or motels have a right under 74 O.S. § 324.11b to request a visual warning smoke detector or a suitable alternative room accommodation at no extra cost. If a hotel or motel fails to provide the required accommodation upon request, guests may consider contacting the Oklahoma State Fire Marshal's office or another relevant state authority to report the concern. Tenant-rights organizations and disability advocacy groups can also help individuals understand the full scope of protections available under this provision.
