Definitions
Operative Text
As used in this division: (1) “Community Organization” means a nonprofit corporation established under ORS Chapter 65, a housing authority established under 456.055 to 456.235, a local government as defined in 197.015, or a tenants’ association supported nonprofit organization in 90.820. (2) “Tenant Group” means a tenant committee formed under ORS 90.600 or any of the following to which ORS 456.581 applies. (a) A tenants’ association as provided in ORS 90.760; (b) A manufactured dwelling park nonprofit cooperative as provided in ORS 62.803; or (c) A facility purchase association as provided in ORS 90.815.
Oregon Administrative Rule OAR 813 § 813-027-0010 establishes the definitions of two key terms used throughout the division: 'Community Organization' and 'Tenant Group.' A Community Organization includes nonprofit corporations, housing authorities, local governments, and tenants' association-supported nonprofits as identified by specific Oregon statutes. A Tenant Group refers to a tenant committee or one of several formally recognized collective structures—such as a tenants' association, a manufactured dwelling park nonprofit cooperative, or a facility purchase association—each defined by their own Oregon statute.

Under OAR 813 § 813-027-0010, property owners and managers operating in Oregon should be aware that the terms 'Community Organization' and 'Tenant Group' carry specific statutory meanings that apply throughout this administrative division. Compliant operators generally familiarize themselves with which resident groups or external organizations may qualify under these definitions, as that classification can affect rights and obligations in other parts of the division. Understanding whether a group of residents constitutes a recognized Tenant Group—such as a committee formed under ORS 90.600 or a tenants' association under ORS 90.760—helps operators respond appropriately when such groups exercise any rights granted elsewhere in the rules.

OAR 813 § 813-027-0010 defines the types of resident groups and nonprofit organizations that are formally recognized under this division of Oregon administrative law. Tenants who belong to or are considering forming a tenants' association, a manufactured dwelling park nonprofit cooperative, or a facility purchase association may find that their group qualifies as a 'Tenant Group' under this provision, which can carry significance for rights addressed elsewhere in the division. Tenants seeking to understand how these definitions affect their situation may benefit from consulting a tenant-rights organization or reviewing the related Oregon statutes referenced in OAR 813 § 813-027-0010.
