OAR 813 § 813-270-0015
Definitions
Operative Text
Terms used throughout this division (OAR 813-270) may be defined in Oregon Revised Statute (ORS) or in the OHCS General Definitions (OAR 813-005-0005). Terms used within this division observe those definitions, except as defined below: (1) "Homeless Management Information System" or "HMIS" has the meaning provided in 24 CFR 576.2. (2) “Rapid Rehousing Activities” means those services performed to enable households to obtain permanent housing when they are currently homeless. Rapid rehousing is used when a household’s housing status is literally homeless (U.S. Department of Housing and Urban Development (HUD) category 1), homeless under other federal statues (HUD category 3), or when a household is fleeing or attempting to flee a domestic violence situation (HUD category 4). The categories are defined and described in the ORI Manual. (3) “Street Outreach” means service delivery that targets unsheltered homeless individuals and households and includes reaching out to people who do not otherwise seek assistance. Street outreach is non-facility based, meaning that services are offered where individuals are living as opposed to providing services in service provision offices. Providers build rapport and meaningfully engage with unhoused individuals and families. Street outreach includes connecting with individuals and households experiencing homelessness who may be disconnected or alienated from supports and services and is focused on moving people into permanent housing without preconditions for receiving assistance. (4) “Unit Access” means those activities and services performed to enable a housing unit to become an accessible housing placement for an unhoused Household. These activities and services increase the availability of housing units within a region.
OAR 813 § 813-270-0015 establishes the working definitions for key terms used throughout Oregon's OAR 813-270 division, which governs certain housing assistance programs administered by the Oregon Housing and Community Services (OHCS) agency. The provision clarifies what is meant by concepts such as Homeless Management Information System (HMIS), Rapid Rehousing Activities, Street Outreach, and Unit Access, anchoring those meanings to federal HUD categories and the ORI Manual where applicable. These definitions set the interpretive foundation for all other rules within the division, ensuring consistent application of program requirements.
Plain English — not legal advice.
Property owners and managers who participate in OHCS-funded programs governed by OAR 813-270 should be familiar with the definitions established in OAR 813 § 813-270-0015, as these terms shape eligibility, service delivery, and compliance expectations throughout the division. For example, understanding what qualifies as a 'Unit Access' activity or a 'Rapid Rehousing Activity' can affect how operators document services and report outcomes. Compliant operators generally align their program descriptions and records with the HUD household categories and ORI Manual references cited in this provision.

Households seeking assistance through OHCS programs covered by OAR 813-270 may find it useful to understand the definitions in OAR 813 § 813-270-0015, particularly the distinctions between Rapid Rehousing and Street Outreach services, as these determine what types of support a program is designed to provide. The provision's reference to HUD household categories—including those fleeing domestic violence situations—signals that eligibility pathways vary depending on a household's specific housing status. Tenants or individuals who believe they qualify under one of these categories can consult a local tenant-rights organization or contact OHCS directly to learn more about available programs.
