R.I. Gen. Laws ch. 45-24.3 § 45-24.3-14
Adoption of plans of inspection
Operative Text
(a) The enforcing officer is authorized and directed to develop and adopt plans for the inspection of dwelling units subject to the provisions of this chapter, including a plan for the systematic inspection of dwelling units contained in contiguous areas within the corporate unit as may from time to time be designated by the enforcing officer. (b) Before making inspections within a contiguous area pursuant to a plan authorized in this section, the enforcing officer must advise the organization which represents the property owners and other residents of the contiguous area, if any organization exists.
Section 45-24.3-14 of Rhode Island General Laws authorizes a local enforcing officer to create and adopt formal plans for inspecting dwelling units covered by Chapter 45-24.3, including systematic, area-wide inspection programs targeting contiguous geographic zones. Before any such area-wide inspection begins, the enforcing officer is required to notify any organization that represents property owners or residents in that area. This provision establishes both the authority to plan inspections and a procedural notice requirement tied to organized community representation.
Plain English — not legal advice.
Under § 45-24.3-14, the enforcing officer has broad authority to schedule systematic inspections of rental dwelling units, including sweeping inspections of entire neighborhoods or contiguous areas. Operators who belong to or are represented by a local property-owner organization should be aware that such an organization is entitled to advance notice before area inspections commence. Compliant property managers generally keep their units in continuous compliance with Chapter 45-24.3 standards so that a scheduled or area-wide inspection does not reveal outstanding violations.

Section 45-24.3-14 establishes that the local enforcing officer can proactively plan and carry out inspections of dwelling units in your area, not just respond to individual complaints. If you live in a neighborhood selected for a systematic inspection under this provision, the enforcing officer is required to notify any recognized property-owner or resident organization in that area beforehand. Tenants who want to understand how inspection plans may affect their building can contact their local housing or code enforcement office, or reach out to a tenant-rights organization familiar with Chapter 45-24.3 procedures.
