515 R.I. Code R. 10-00-2 § 515-RICR-10-00-2 § 2.3
Practice before the Commission
Operative Text
A. Appearances. Any person may appear before the Commission in their own behalf. No person may appear in a representative capacity before the Commission unless authorized by law, court order or court rule to do so. B. Standards of Conduct. All persons appearing in proceedings before the Commission in a representative capacity shall conform to the standards of ethical conduct required of attorneys before the courts of Rhode Island. If any such person does not conform to such standards, the Commission may decline to permit such person to appear in a representative capacity in any proceeding before the Commission.
Under 515 RICR 10-00-2 § 2.3, any individual may appear before the Rhode Island Commission on their own behalf, but representing another party requires legal authorization—such as a law license, court order, or court rule. Representatives who do appear must meet the same ethical standards expected of Rhode Island attorneys. The Commission has authority to bar any representative who fails to meet those standards from future proceedings.

Property owners and managers who appear before the Commission under 515 RICR 10-00-2 § 2.3 may represent themselves directly without restriction. When a management company or owner chooses to send a representative to act on their behalf, that representative must be legally authorized to appear in that capacity—typically an attorney or someone permitted by court rule. Compliant operators generally verify that any representative they engage meets Rhode Island's ethical standards before Commission proceedings begin.

Under 515 RICR 10-00-2 § 2.3, tenants have the right to appear before the Commission on their own behalf without needing an attorney or other representative. If a tenant chooses to bring a representative, that person must be legally authorized to appear in that role and must adhere to Rhode Island attorney ethical standards. Tenants who want guidance on representation options may consider reaching out to a local tenant-rights organization or legal aid office familiar with Commission proceedings.
