Operative Text
Prohibited conduct -- Aiding or abetting in discriminatory actions -- Obstruction of division investigation -- Reprisals. (1) It is a discriminatory housing practice to do any of the following: (a) coerce, intimidate, threaten, or interfere with a person: (i) in the exercise or enjoyment of a right granted or protected under this chapter; (ii) because that person exercised a right granted or protected under this chapter; or (iii) because that person aided or encouraged any other person in the exercise or enjoyment of a right granted or protected under this chapter; (b) aid, abet, incite, compel, or coerce a person to engage in a practice prohibited by this chapter; (c) attempt to aid, abet, incite, compel, or coerce a person to engage in a practice prohibited by this chapter; (d) obstruct or prevent a person from complying with this chapter, or any order issued under this chapter; (e) resist, prevent, impede, or interfere with the director or a division employee or representative in the performance of duty under this chapter; or (f) engage in a reprisal against a person because that person: (i) opposed a practice prohibited under this chapter; or (ii) filed a complaint, testified, assisted, or participated in any manner in an investigation, proceeding, or hearing under this chapter. (2) This section also applies to discriminatory housing practices because of race, color, religion, sex, national origin, familial status, source of income, disability, sexual orientation, or gender identity based upon a person's association with another person.
Utah Code Ann. § 57-21-7 extends fair housing protections beyond the act of discrimination itself by making it unlawful to interfere with, threaten, or retaliate against anyone who exercises or supports fair housing rights. The provision also bars efforts to obstruct state division investigations or pressure others into committing prohibited acts. These protections cover a broad range of protected characteristics, including race, religion, sex, disability, sexual orientation, gender identity, and source of income, and extend to people associated with members of those groups.
Plain English — not legal advice.
Under Utah Code Ann. § 57-21-7, compliant property owners and managers refrain from any conduct that could be construed as pressuring, threatening, or penalizing applicants, tenants, or third parties who assert fair housing rights or cooperate with a division investigation. Operators generally train staff to avoid even indirect actions—such as lease non-renewals or maintenance delays—that could appear retaliatory after a complaint is filed. Maintaining consistent, documented policies helps demonstrate that business decisions are based on legitimate, non-discriminatory factors rather than a response to protected activity.

Utah Code Ann. § 57-21-7 gives tenants the right to be free from retaliation or intimidation after they assert fair housing rights, file a complaint, or assist in a division investigation. If a landlord responds to protected activity with threats, adverse lease actions, or other interference, that conduct may itself constitute a separate fair housing violation. Tenants who believe they have experienced such retaliation can document the timeline of events, contact the Utah Antidiscrimination and Labor Division, or reach out to a local tenant-rights organization to learn about available complaint and enforcement processes.
