(3) The operator shall provide a tight-fitting cover for any sewer riser that is not in use.Utah Admin. Code R392-402-6 establishes wastewater management standards for manufactured home communities. It requires that wastewater be directed to a public sanitary sewer whenever feasible, and where that is not possible, an approved alternative disposal system must be used instead. Sewer connections must be available to each individual home space, and any unused sewer riser pipes must be kept covered with a tight-fitting cap. Construction or alteration of wastewater systems requires advance plan submission to the local health department.

Operators of manufactured home communities subject to R392-402-6 generally connect to the public sewer system when one is accessible, and coordinate with the Utah Department of Environmental Quality's Division of Water Quality, the local health department, and the local sewer district before designing or altering any wastewater infrastructure. When public sewer access is unavailable, compliant operators install and maintain an approved alternative disposal system that meets Title R317 and local health department standards. Operators also ensure that every designated home space has an individual sewer connection and that all unused sewer risers are fitted with tight-fitting covers at all times.

Under R392-402-6, residents of manufactured home communities have a right to sewer service at their individual home space, and the community operator bears responsibility for designing, installing, and maintaining those connections to applicable standards. If a sewer riser near a home space lacks a cover or a connection appears improperly maintained, that may constitute a violation of this rule. Tenants who observe potential violations can contact their local health department or the Utah Department of Environmental Quality's Division of Water Quality, or reach out to a tenant-rights organization for guidance on available options.
