For Property Managers

Under R392-402-8, compliant manufactured home community operators routinely inspect and clean shared facilities, furnishings, and the grounds around them to ensure they remain free of litter and debris. Operators also implement approved screening or other approved control measures on exterior openings in common-use buildings to address vermin risks, and they maintain interior roads and parking areas to prevent conditions that could harbor vermin or generate fugitive dust. Keeping documented records of maintenance schedules, pest-control measures, and road upkeep is a practice commonly associated with demonstrating ongoing compliance with this rule.

For Tenants

R392-402-8 gives residents of manufactured home communities a basis to expect that shared buildings, grounds, roads, and parking areas will be kept clean, free of vermin, and free of conditions that generate fugitive dust. If these standards are not being met, residents may report concerns to the local health department or the Utah Department of Health and Human Services, which oversees the administrative code under which this provision falls. Tenant-rights organizations and legal aid services can help residents understand what documentation to gather and what options may be available when an operator appears to be out of compliance with this provision.
