Plain English

Under CVR 11-020-002 § 10, Vermont's mobile home park pest-control rules divide responsibility between park owners and residents. Park owners must keep common areas, abandoned homes, and shared trash areas free from rats and reasonably free from other insects, vermin, and pests. Residents, in turn, are responsible for keeping their own home and lot similarly pest-free, and must maintain weather-tight skirting around the mobile home at all times—except briefly for maintenance or access. When the park owner also owns and rents out the mobile home, the skirting obligation shifts entirely to the owner.

For Property Managers

Under CVR 11-020-002 § 10, compliant mobile home park operators routinely inspect and treat common-area structures, abandoned homes, and shared trash areas to keep them free from rats and reasonably free from other pests. When an owner also rents out a mobile home, that owner is responsible for ensuring the unit is continuously fitted with weather-tight skirting, removing it only temporarily for maintenance or access. Operators generally document pest-control activities and skirting inspections as part of routine property management to demonstrate ongoing compliance.

For Tenants

CVR 11-020-002 § 10 establishes that residents of mobile home parks have a responsibility to keep their home and lot free from rats and reasonably free from other pests, and to maintain proper weather-tight skirting at all times. If a resident believes the park owner is failing to meet the owner's parallel obligations—such as neglecting pest control in common areas or, where the owner rents the home, failing to maintain skirting—that concern can generally be raised with Vermont's relevant housing or health authority. Tenant-rights organizations familiar with Vermont mobile home park law can help residents understand the range of options available under this provision.
