CVR 11-020-002 § 7
WATER SUPPLY
Operative Text
7.1 Owner Responsibility. Mobile home park owners are required to ensure that each mobile home park lot is supplied with potable water. Owners whose water systems are subject to the Vermont Water Supply Rules shall operate their systems in conformity with those rules. Owners shall further ensure adequate water pressure to meet the standard everyday needs of the leaseholder(s) and that the pressure is sufficient to prevent a health hazard from back siphonage. Owners are responsible for the maintenance of water lines to a point at which the lines surface under the mobile home. 7.2 Resident Responsibility. Residents shall ensure that the appliances, faucets, and toilets within the mobile home are free from leaks that will cause an unnecessary drain on the water supply. Residents shall ensure that water pipes on the mobile home park lot that are exposed to the elements are protected in a manner that reasonably prevents their freezing during the winter months. Running water shall not be used as a means of preventing freezing without the consent of the mobile home park owner. Running water to prevent freezing is not the preferred solution and should only be performed as a last resort and only in extreme and/or temporary situations.
CVR 11-020-002 § 7 establishes a shared responsibility framework for water supply in Vermont mobile home parks. Park owners must provide potable water to every lot, maintain adequate pressure to prevent health hazards like back siphonage, and keep water lines in good repair up to the point where they enter the mobile home. Residents, in turn, are responsible for keeping their appliances, faucets, and toilets leak-free and for protecting exposed pipes from freezing, with running water as a freeze-prevention method permitted only as a last resort and only with the owner's consent.

Under CVR 11-020-002 § 7, compliant mobile home park operators generally ensure that every lot receives potable water meeting Vermont Water Supply Rules standards, that water pressure is sufficient for everyday household use and adequate to guard against back siphonage, and that all water lines are maintained up to the point where they surface beneath each home. Operators also typically document any resident requests to use running water as a freeze-prevention measure and provide or withhold consent in writing. Keeping records of system inspections and pressure checks can help demonstrate ongoing conformity with the rule's requirements.

CVR 11-020-002 § 7 gives residents of Vermont mobile home parks the right to receive potable water at adequate pressure on their lot, with the owner responsible for the supply lines up to the point they enter the home. If an owner fails to provide safe water pressure or allows water lines to fall into disrepair, residents may have grounds to raise that failure as a violation with Vermont housing or health authorities, or to seek guidance from a tenant-rights organization familiar with mobile home park law. Residents should also be aware that their own obligations under § 7—such as preventing pipe freezes and fixing leaks—can be relevant if a dispute arises over water-related damage or service interruptions.
