Under 27 V.S.A. ch. 15 § 1353, when a manufactured home park owner (called a "declarant") plans to convert the park to a condominium or planned community, they must first send a formal notice of intent at least six months before issuing the official conversion notice. This preliminary notice must go to every leaseholder and to the state's commissioner of housing and community affairs via certified mail. The notice must include specific details such as the declarant's identity, a description of the park, the number of sites, individual site prices, the current condition of utilities and infrastructure, and the deadline by which leaseholders must vote on the conversion.

Operators planning a conversion under 27 V.S.A. ch. 15 § 1353 generally ensure that the notice of intent is sent by certified mail to every leaseholder and to the commissioner of the Department of Housing and Community Affairs no fewer than six months before the formal conversion notice is issued. A compliant notice includes all required elements: ownership information, a park description, site count, individual site pricing, a candid account of the condition of water, sewer, and electrical systems (including maintenance history and environmental compliance status), and the leaseholder voting deadline. Keeping thorough records of certified mail receipts and the content of the notice helps demonstrate compliance with the statutory requirements.

Under 27 V.S.A. ch. 15 § 1353, leaseholders in a manufactured home park have the right to receive advance written notice—delivered by certified mail—at least six months before a formal conversion to a condominium or planned community can proceed. This notice must disclose meaningful information, including the price of each site, the condition of shared utility systems, and the deadline by which residents must vote on whether to proceed with the conversion. Tenants who believe they have not received proper notice, or that the notice was incomplete, may consider reaching out to the Vermont Department of Housing and Community Affairs or a local tenant-rights organization to understand available options.
