For Property Managers

Under Wash. Rev. Code § 59.24.040, property owners who participate in a rental security deposit guarantee program can expect the administering organization's staff to serve as a point of coordination and communication. Compliant program operators generally maintain reasonable availability to answer landlord questions and address complaints about the program. Landlords working with these programs typically interact with staff who are tasked with matching eligible tenants to housing opportunities and supporting the landlord-tenant relationship.

For Tenants

Wash. Rev. Code § 59.24.040 establishes that program staff at grant-recipient organizations are responsible for informing prospective tenants about their rights and responsibilities in a landlord-tenant relationship, including property care and timely rent payment. Tenants and prospective tenants participating in a rental security deposit guarantee program have a right to access staff who are reasonably available to answer questions or address complaints. Those who believe a program is not being administered properly may consider reaching out directly to the grant-recipient organization or contacting a local tenant-rights organization for guidance on available options.
