Under W. Va. C.S.R. § 64-40-10, operators of manufactured home communities who provide a management building are expected to ensure it offers the range of community services listed in the regulation, including office space, repair and storage areas, and sanitary and recreational facilities. Compliant operators also establish and follow routine maintenance schedules to keep all interior surfaces, fixtures, and equipment throughout community service facilities clean and in good working condition. Documented inspection and repair logs can help demonstrate ongoing compliance with the maintenance standards set out in section 10.2.

W. Va. C.S.R. § 64-40-10 gives manufactured home community residents a basis to expect that any management building on the property is properly equipped with essential services and that all shared facility spaces are kept clean and in good repair by the operator. If floors, walls, ceilings, fixtures, or equipment in community facilities are deteriorating or unsanitary, this provision may be relevant to a complaint or enforcement action. Residents who believe these standards are not being met may consider contacting the West Virginia Department of Health, a local housing authority, or a tenant-rights organization to understand available options under section 64-40-10.
