Waste storage, collection, and disposal must be managed in ways that prevent odors, pests, and other nuisance conditions, and all containers must be covered, clean, and in good repair. Pickup must occur at least once every seven days, and where municipal or private collection is unavailable, disposal must follow applicable laws.

Under W. Va. C.S.R. § 64-40-11, compliant manufactured home community operators provide a sufficient number of covered, well-maintained containers to handle all resident waste without overflow. Central collection areas, where used, are built from non-absorbent materials like concrete or asphalt, properly sloped for drainage, and sized to accommodate all containers. Operators also ensure waste is collected on a schedule not exceeding seven days and arrange lawful alternative disposal methods when standard collection services are unavailable.

W. Va. C.S.R. § 64-40-11 gives residents of manufactured home communities the right to adequate, covered garbage containers and regular waste collection occurring at least once every seven days. If containers are insufficient, uncovered, in disrepair, or collection is being neglected, these conditions may constitute violations of this regulation. Tenants who believe these standards are not being met can document the conditions, raise the issue with community management, or contact the West Virginia Department of Health, which oversees manufactured housing regulations, or a local tenant-rights organization for guidance on available options.
