Cal. Civ. Code § SPS 326.40
Meters.
Operative Text
SPS 326.40 Meters. (1) All meters used for measuring the quantity of water delivered to a manufactured home community occupant shall be in good working condition. They shall be adequate in size and design for the type of service measured and shall be accurate to the standard specified in s. PSC 185.65 (2). (2) If water service is supplied by a manufactured home community operator or manufactured home community contractor on a metered basis, service may not be supplied to any manufactured home community occupant from facilities which are downstream from another manufactured home community occupant’s meter.
Wisconsin Administrative Code § SPS 326.40 establishes two requirements for water metering in manufactured home communities. First, every meter used to measure water delivered to a resident must be properly functioning, appropriately sized and designed for its service type, and accurate to the standard set in PSC 185.65(2). Second, when water is provided on a metered basis, no resident's water supply may be routed through or drawn from lines that are downstream of another resident's meter, ensuring each occupant's usage is measured independently.
Plain English — not legal advice.
Under § SPS 326.40, operators and contractors who supply metered water service in a manufactured home community are generally expected to maintain all meters in good working condition, verify that each meter is properly sized and designed for its application, and confirm accuracy against the PSC 185.65(2) standard. Equally important, the piping configuration must ensure that no occupant's service is fed from lines located downstream of a neighboring occupant's meter. Routine inspections of meter condition and system layout help demonstrate ongoing compliance with this provision.

Section § SPS 326.40 gives manufactured home community residents a basis to expect that the meter measuring their water usage is functioning correctly, appropriately sized, and accurate to state standards — and that their water supply is not improperly routed through another resident's meter. If a resident suspects a meter is faulty, inaccurate, or that the plumbing configuration violates the downstream-service prohibition, they may consider documenting the concern and contacting the Wisconsin Department of Safety and Professional Services, which oversees this code. Tenant-rights organizations familiar with manufactured housing can also help residents understand what options may be available under this provision.
