Plain English

Under Bloomington, Minn., Code of Ordinances § 14.583, owners of licensed rental properties are required to keep an up-to-date register identifying tenants and other individuals who have a lawful right to occupy each specific dwelling unit or, in group housing, each specific bed or bedroom. This register is a continuing condition of holding a rental license, meaning it must be maintained throughout the life of the license rather than just at the time of initial application. The register must be accessible to police or a Housing Inspector at any time upon request.

For Property Managers

Operators of licensed rental properties in Bloomington should treat the tenant register required by § 14.583 as an ongoing administrative responsibility, not a one-time task. A compliant operator generally keeps the register current whenever occupancy changes — such as when a new tenant moves in, a lease is renewed, or a resident's lawful right to occupy a unit changes — and ensures the register covers every licensed unit type listed in the ordinance, including group housing beds. Because § 14.583 ties the register to the rental license itself, maintaining it in a readily accessible format supports readiness for unannounced inspections by police or a Housing Inspector.

For Tenants

Section § 14.583 of the Bloomington Code of Ordinances establishes that your landlord is obligated, as a condition of their rental license, to maintain a register that accurately reflects who has a lawful right to occupy your unit. If you believe your name or lawful occupancy status is not properly recorded, this provision may be relevant to discussions with your landlord or with Bloomington's housing inspection program. Tenants who have concerns about licensing compliance can generally contact the city's Housing Inspector or a local tenant-rights organization to understand what options may be available.
