Plain English

Syracuse Local Laws ch. 8 § 8-4 prohibits discrimination based on sexual or affectional preference or orientation, actual or perceived sex, and gender identity or expression across employment, public accommodations, and housing. In the housing context specifically, owners, managing agents, and real estate brokers may not refuse to rent, sell, or lease—or impose different terms—on the basis of these protected characteristics or a person's lawful source of income. Limited exemptions apply to owner-occupied two-family buildings and to room rentals within an owner-occupied unit.

For Property Managers

Under Syracuse Local Laws ch. 8 § 8-4, compliant housing operators apply consistent screening criteria to all applicants regardless of sexual orientation, gender identity or expression, perceived sex, or lawful source of income. They avoid any written or oral inquiries, advertisements, or application forms that express or imply limitations based on these protected characteristics. Operators also refrain from blocking applicants from viewing a unit, obtaining an application, or receiving information about facilities on any prohibited basis.

For Tenants

Syracuse Local Laws ch. 8 § 8-4 gives renters and prospective tenants the right to be evaluated without regard to sexual orientation, gender identity or expression, perceived sex, or lawful source of income. If a landlord, agent, or broker appears to have violated these protections, a person may file a complaint with the City of Syracuse or consult a tenant-rights organization to learn about available remedies. Retaliation against someone who files a complaint or participates in a proceeding under this law is itself a separate violation.
